The National Institute of Metrology of Brazil, Normalização e Qualidade Industrial, also known as INMETRO, is the body responsible for recognizing certification organizations responsible for certifying products for conformity and authorizing approved certification marks. This certification scheme is known as the Brazilian Conformity Assessment System (SBAC).
INMETRO is responsible for product certification, service certification, licensing, and testing laboratories, among other things.
INMETRO Certification

INMETRO certification is a mandatory document in Brazil for confirming the conformity of products and services. The certification process examines risks primarily related to health, environmental protection, and safety.

ANATEL
The National Telecommunications Agency (ANATEL) is the Brazilian regulatory authority that defines the requirements for certification and commercialization of telecommunications devices and radio frequency equipment, based on the frequencies and technologies used.
List of Products Requiring ANATEL Certification
ANATEL certification applies to a wide range of products, grouped into three main categories:
- Terminal equipment (e.g., mobile phones, chargers, modems)
- Equipment with limited emissions (e.g., devices using WLAN, Bluetooth, radar technology)
- Other radio equipment (e.g., mobile radio signaling devices, cable connectors, fiber optic cables)
Approval Forms
The ANATEL system provides two main approval routes:
- Certificate of Conformity
- Declaration of Conformity
ANATEL Certification Process
- Submit a testing application – all testing must be carried out in Brazil, in accredited laboratories
- Submit the ANATEL Certificate of Conformity through an accredited certification body (OCD)
- Apply to ANATEL for the Homologation Certificate
The process typically takes 2–3 months and must be initiated through a local company (Local Representative).

NR (Regulatory Standard)
Machines and industrial products destined for the Brazilian market must comply with the technical safety requirements of the Brazilian Technical Standards Norme Regulamentadore (NR) and ABNT (Associação Brasileira de Normas Técnicas).
