Emirates Authority for Standardization & Metrology (ESMA)

The Emirates Authority for Standardization & Metrology (ESMA) is the national standardization body of the UAE. ESMA is responsible for product quality control, adoption of international standards, and issuance of Certificates of Conformity (ECAS) for regulated products.

Issuance of Certificate of Conformity (ECAS)

The Emirates Conformity Assessment Scheme (ECAS) is a mandatory certification required to place regulated products on the UAE market under Federal Law 28 of 2001.

Certification requires compliance with national, regional (GCC/GSO), and/or international standards, supported by an effective quality management system.

ECAS Registration Process with ESMA

  • Register and apply for a Certificate of Conformity through the ESMA portal
  • Submit the required documents online
  • Pay certification fees via online banking
  • Authorities review the submitted documentation
  • If requirements are met, the Certificate of Conformity will be issued
  • Energy labeling applies to electrical equipment and devices

Who Should Apply for an ECAS Certificate of Conformity?

Applicants must hold a valid UAE Trade License for the relevant activity. Trade licenses may be specific or general, allowing the license holder to import, export, and store goods listed under the license. For example, companies importing cosmetics must hold a license covering cosmetic import and trade.

The applicant is fully responsible for product quality and correct labeling.

ECAS Certificate Validity:
The ECAS certificate is valid for one year and must be renewed annually.

Emirates Quality Mark (EQM)

The Emirates Quality Mark (EQM) is awarded to products that meet international quality management system standards. While EQM certification is voluntary, it is mandatory for certain products such as bottled drinking water. EQM is valid for three years.

EQM certification confirms compliance with international quality standards and requires the manufacturer to implement an effective quality management system. The certification process includes auditing, testing, and inspection of both the product and the manufacturer’s quality system.

Certified products must display the EQM mark as proof of conformity and official ESMA approval.
