Argentina

IRAM (Instituto Argentino de Normalización y Certificación) - certification of almost all products, and ENACOM ( Ente National de Comunicaciones ) - certification of telecommunication equipment.

To export products to Argentina, suppliers, manufacturers, or importers must obtain documents proving compliance with technical requirements. VES Testing & Certification can help you secure the necessary certificates quickly and efficiently.

Certification Services in Argentina

  • IRAM (Instituto Argentino de Normalización y Certificación) – Certification of almost all product categories
  • ENACOM (Ente Nacional de Comunicaciones) – Certification of telecommunications equipment

IRAM (Instituto Argentino de Normalización y Certificación)

Founded in 1935, IRAM is Argentina’s national body for standardization and certification. It conducts conformity assessment and certification to ensure compliance with national specifications and international standards.

Products Requiring IRAM Certification

IRAM certification is mandatory for almost all products imported into Argentina.

Types of IRAM Certificates

  1. S-Mark Certification – Applies to household appliances, lighting equipment (including LEDs), connectors, fuses, circuit breakers, and similar devices.
  2. S-Type Certification – The most common scheme, used to certify ITE and similar electrical/electronic devices.
  3. Lot Testing – Best suited for one-off or small-volume supplies of electrical/electronic devices.

Marking: Mandatory – products must bear the relevant S-Type, S-Mark, or Lot Testing mark.

Representation in Argentina: Required.

In-country testing: Required.

Validity: Indefinite.

Ongoing Surveillance: Annual factory inspections are required for S-Mark certifications. S-Type and Lot Testing schemes do not require factory inspections.

Market Surveillance: Mandatory and dependent on the certification scheme:

  • S-Mark certificates – annual market supervision
  • S-Type certificates – surveillance every two years (or semi-annually depending on product type)

Stages of IRAM Certification

  1. Determine if the product is subject to mandatory certification rules
  2. Select the appropriate certification scheme (S-Type, S-Mark, or Lot Testing)
  3. Arrange required testing in Argentina
  4. Confirm mandatory labeling requirements
  5. Assess the possibility of including multiple models under one certificate

ENACOM (Ente Nacional de Comunicaciones) – Certification of Telecommunications Equipment

ENACOM

Regulatory Authority

Ente Nacional de Comunicaciones (ENACOM)

Certification framework: Registro de Actividades y Materiales de Telecomunicaciones (RAMATEL)

RAMATEL

Types of Confirmation

Homologación – conformity based on Argentine standards.
Codificación – identification route used where no specific standard applies.

ENACOM Testing

Type approval testing must be performed in an ENACOM-accredited laboratory in Argentina. Local regulations require in-country testing; previously obtained RED (2014/53/EU) or FCC reports cannot replace ENACOM testing.

After successful testing, a local Argentine applicant (foreign applicants are not allowed) submits the approval request via ENACOM’s official online platform HERTZ. ENACOM reviews the file and issues the certificate.

Certification Stages

  • Type testing in an ENACOM-accredited lab
  • Filing the application via the HERTZ platform (by the local applicant)
  • Issuance of the ENACOM certificate
  • Assignment and use of the RAMATEL/CNC ID on the product

Validity of the Certificate

3 years (renewal required before expiry).

Marking of ENACOM Products

The RAMATEL identifier is issued to the local supplier and must appear directly beneath the RAMATEL Regulatory Identification logo (Resolution 854/2020). If a horizontal/basic label is used, the identification number may appear to the right of the logo. The marking must be durable and legible on the product (and, where applicable, on packaging and manuals).

RAMATEL marking options

Technical Regulations (examples)

  • Testing Protocol for Frequency Hopping Systems V20.1
  • Testing Protocol for Broadband Digital Modulation Systems V20.2
  • ENACOM-Q2-60.14 V21.1 – Low Power Devices
  • ENACOM-Q2-61.03 V17.1 – User Terminals for 2G/3G/4G
  • ENACOM-Q2-61.04 V17.1 – Radio Base Transceivers
