SUBTEL

SUBTEL (Subsecretaría de Telecomunicaciones) is the telecommunications regulatory authority in Chile. It is responsible for the control and supervision of telecommunications services in the country.

Products requiring SUBTEL approval include:

  • Portable transceivers
  • Remote radio control devices
  • Wireless microphones
  • Cordless phones, including certain DECT systems
  • RFID equipment
  • Radio signal devices
  • Medical implant communication systems
  • Other medical equipment
  • Vehicle radar systems
  • ZigBee devices

Testing for SUBTEL

No factory audit is required. Sample testing is conducted depending on the product type. In most cases, Chile does not require local testing, and existing test reports can generally be used for the homologation process.

Additional certification – SAE Homologation

If the product is a mobile phone operating on Chilean cellular networks, a different process applies. This process requires the involvement of the homologation authority to determine which bands and technologies the device supports. The authority will then issue the homologation certificate. This procedure is known as Multiband/SAE Homologation.

If the device falls into these technology categories, a homologation certificate will be issued after receiving a conformity certificate from an accredited Chilean test center.

If the device cannot be classified into these categories, the manufacturer must obtain “special approval” from SUBTEL.

Marking

Certification marking in Chile is regulated differently compared to many other countries. Devices using wireless technology do not require a certification label on the product, packaging, or user manual.

The only exception is for mobile phones using 2G/3G/4G technologies certified under Multiband/SAE Homologation. In such cases, manufacturers must place a label on the product packaging. The label must be at least 3 cm in height and clearly indicate the frequency bands in which the product operates. An example label is shown below:

SUBTEL main resolutions:

Resolution 1985, 2017: Adjusts allowable frequency bands, sets limits for maximum radiated power and field strength, and clarifies rules for indoor and outdoor use.

Resolution 840, 2007: Updates Resolution 755, 2005 to include very low-power devices not previously covered.

Resolution 666, 2008: Updates Resolution 755, 2005 to include additional low-power devices not previously covered.

The approval and certification process by SUBTEL typically takes 6–8 weeks.

SEC (safety) and energy efficiency

The production, import, and commercialization of certain products in Chile require mandatory safety certification and, in some cases, energy efficiency certification, as defined by the SEC (Electricity and Fuel Regulatory Authority).

Products requiring SEC approval include:

  • Electrical devices
  • Household appliances
  • Switches and sockets
  • Energy measurement instruments
  • Luminaires and lighting accessories
  • Personal protective equipment
  • Plumbing and installation materials
  • Steel bars for reinforced concrete construction
  • Fire extinguishers
  • Gas and liquid fuel products

These certifications include labeling requirements, as well as mandatory sample testing conducted in Chile for both safety and energy efficiency approval.
