In Armenia there are only two TR EAEU that still can be replaced by inner approval certificates (CoC) or Declarations (DoC) of Conformity according to the national standards.

Speaking of the implementation of EAC quality requirements, it is important to note that for each Technical Regulation of the Customs Union (EAEU) a transition period was established. Since 2019, almost all technical regulations have come into force in Armenia. Currently, there are only two TR EAEU regulations that may still be replaced by national Certificates of Conformity (CoC) or Declarations of Conformity (DoC) according to Armenian standards: TR EAEU "On the Safety of Motor Roads" (TR EAEU 014/2011), fully implemented in 2021, and TR EAEU "On the Safety of Wheeled Vehicles" (TR EAEU 018/2011), implemented in 2022.
National quality requirements for exported goods are defined in the Law of the Republic of Armenia № 603-II “On Technical Regulation.” The main supervisory authority is the National Institute of Standards under the Ministry of Economy of Armenia. These national standards remain applicable for products not yet regulated under the Customs Union technical regulations.
List of Products Still Subject to National Requirements
- Measuring devices (accuracy requirements)
- Radio-frequency equipment (frequency band applicability)
- Fire safety appliances and building materials
The quality of goods may be confirmed by a certificate or declaration, either voluntary or mandatory. For certain product groups, a certificate of state registration or a permit to use is required.
To obtain a Certificate of Conformity under Armenian national standards, applicants must submit an application to the local certification body along with:
- Technical description of the product
- Instruction manual
- Connection diagrams
- Manufacturer’s test reports from accredited laboratories
- Certificates of the manufacturer’s management system (ISO 9001, ISO 14001, etc.)
- Product quality plan
- Regulatory and other technical documentation
Procedure for Serial Certification
- Analysis of the manufacturer’s Quality Management System (QMS) by experts from an accredited Armenian certification body
- Certification testing of the product, including:
- Safety tests
- EMS tests (for electrical products)
The maximum validity of a certificate is three years. Certification for this period requires an Annual Maintenance Procedure (AMP) to confirm ongoing compliance. Certified products must also carry the applicable conformity mark.
