Israel compliance: MoC, SII, MEPS. Get your products approved for sale in Israel with our services.

Israeli regulations and compliance requirements are designed to minimize risks, enhance quality of life, and ensure user safety. However, these rules can create challenges for companies aiming to enter the Israeli market. Ves Certification offers comprehensive services to help businesses achieve full compliance with Israeli standards.

Ves Certification can support you with the following approvals in Israel:

  • MoC
  • SII
  • MEPS

MoC

Products with integrated wireless technologies must obtain MoC approval from the Israeli Ministry of Communications. This certification process is largely aligned with the European Radio Equipment Directive (RED). Test reports prepared for CE marking are usually accepted, so additional local testing in Israel is not always required. The certification typically takes 10–12 weeks, and a local representative in Israel is mandatory. Once approved, products must be labeled with the MoC compliance mark.

Types of MoC Approvals:

  • MoC Radio Type Approval
  • MoC Wireless Type Approval
  • MoC Telecom Type Approval

Note: MoC certificates are only issued to an authorized Israeli importer or representative.

Products requiring MoC Type Approval:

  • Radio transmitters, RFID systems, contactless card readers, and RF devices
  • Radio terminal devices
  • Mobile phones (GSM/CDMA), Wi-Fi equipment, Bluetooth, Zigbee, WiMAX
  • Telecommunication devices

SII

The Standards Institution of Israel (SII) is the official authority responsible for developing and publishing Israeli standards. Established under the Standards Law of 1953, SII ensures that both locally produced and imported goods meet safety and quality requirements. As of 2018, SII had published over 3,500 national standards, with around 653 being mandatory. Nearly 80% of these mandatory standards are harmonized with international or European norms.

Examples of products subject to mandatory SII standards:

• Electrical and engineering equipment
• Metal and construction materials
• Fire safety equipment
• Medical devices
• Personal protective equipment (PPE)
• Telecommunications equipment
• Chemicals and cosmetics
• Food products
• Children’s goods and toys
• Fuel and sanitary products
• Woodworking and consumer goods

SII Certification Mark

The SII mark demonstrates compliance with Israeli mandatory or voluntary standards, serving as proof of product quality and safety in the local market.

Applicable Product Range

• Household appliances
• Switches, wiring devices, and automatic switching units
• Cables, wires, connectors
• Lighting products
• Protective equipment

The conformity assessment of products subject to mandatory Israeli standards is based on risk evaluation, dividing products into four groups:

Group 1 – High-risk products. Release into circulation requires full testing and type approval ("type certificate"), issued by an accredited body under ISRAC and authorized labs by the Ministry of Economy and Industry.

Group 2 – Medium-risk products. These require a "type certificate" plus a "supplier’s declaration" confirming that the goods meet mandatory standards and match the tested and approved model.

Group 3 – Low-risk products. Release requires only an importer’s declaration confirming compliance with mandatory standards.

Group 4 – Industrial-use products not intended for consumers. These do not require an import conformity assessment. Compliance is verified during operational supervision.
