Exporters and manufacturers of products subject to mandatory certification for shipment to Kuwait must comply with the requirements set by the Kuwait Conformity Assurance Scheme (KUCAS).
About KUCAS
KUCAS is a system of procedures established by the Public Authority for Industry (PAI) to verify the conformity of regulated products with Kuwait’s technical regulations, ensuring compliance for both imported and domestically manufactured products.
Responsibility
The Public Authority for Industry (PAI) has been responsible for implementing KUCAS since 17 June 2006.
Technical Evaluation Report (TER)
The TER is issued by an approved Certification/Inspection Body (CIB) based on successful type testing, evaluation of test reports, or transfer of existing registrations/licenses for regulated products.
Validity: The TER remains valid for the same duration as the corresponding test report – 3 years for CB reports and 2 years for non-CB reports on electrical products. For all other product categories, TER validity is 2 years from the issue date.
Technical Inspection Report (TIR)
The TIR is issued by a certification body based on the valid TER of a shipment, along with additional supporting documents.
Documents required for TIR:
- Request for TIR (RTIR)
- Proforma invoice
- Valid Statement of Registration/Licence (for registered/licensed exporters)
- Valid TER
Inspection Process
Inspections are conducted in the country of export by the same Certification/Inspection Body (CIB) that issued the TER. Depending on the product type and risk level, inspection and testing are carried out before shipment. Importers then submit the TIR to the KUCAS Conformity Unit, which verifies both TER and TIR through its continuously updated database.
