Basis for approvals in Singapore: Consumer Protection Registration Scheme (CPS), Singapore Test Services Product Listing Scheme (PLS), Minimum Energy Performance Standards (MEPS)

Enterprise Singapore

Enterprise Singapore is the national standards and accreditation body of Singapore. It manages the Singapore Standardization Programme, which develops and promotes standards that align with industry needs and public policy goals. The Council includes representatives from industry, professional associations, trade and consumer bodies, academia, and government agencies.

The Singapore Accreditation Council (SAC)

Enterprise Singapore also oversees the Singapore Accreditation Council (SAC), which develops and manages accreditation systems supporting market access, safety, and quality assurance. SAC safeguards the integrity of compliance assessments, manages accreditation schemes, and promotes the use of accredited Testing, Inspection, and Certification (TIC) services.

Consumer Protection Registration Scheme (CPS)

Manufacturers or distributors must register products listed as Controlled Goods before they can be sold. The CPS scheme protects consumers by requiring compliance with safety standards. Currently, 33 categories of household goods must be tested, certified by an authorized Conformity Assessment Body (CAB), and carry the Safety Mark to be placed on the Singapore market.

Applicants must apply for the Safety Mark and obtain a Certificate of Conformity (CoC) for Controlled Goods under the CPS scheme.

The Safety Mark must be visibly, clearly, and indelibly displayed on the product or its packaging, ensuring consumers recognize certified goods at the point of purchase.

The certificate number (123456-00) is a unique identifier issued by the certification body for tracking. Its format is as follows:

12 – year of certification (e.g., 12 for 2012); 3456 – serial number; 00 – certification body identification code.

AUTHORIZED REPRESENTATIVE – Distributor or Importer must be indicated in the document.

Non-compliance with the CPS registration scheme may result in fines up to SGD 10,000 and/or imprisonment for up to two years.

Singapore Test Services Product Listing Scheme (PLS)

The Singapore Test Services Product Listing Scheme (PLS) is a third-party product certification scheme where certified products undergo type testing, supervisory testing, and verification. Certification can be applied for if the product complies with national or international standards that are publicly available.

Scheme types: 2, 5, and 1b

There are three schemes under PLS, all requiring full compliance with applicable standards:

  • Type 2: Type testing with supervisory sampling and testing. No compliance label issued.
  • Type 5: Regular factory inspections, sampling, and testing. A conformity label or Declaration of Conformity (DoC) is issued.
  • Type 1b: Each batch is inspected, sampled, and tested. A compliance label is issued if applicable.

Minimum Energy Performance Standards (MEPS)

Importers and manufacturers intending to supply regulated goods in Singapore must apply to the National Environment Agency (NEA) for approval. NEA regulates energy efficiency for both household and industrial sectors.

All registered suppliers must affix the Energy Label on products after NEA issues the Certificate of Registration (COR). Products must meet the Minimum Energy Performance Standards (MEPS), designed to reduce energy consumption and carbon emissions.

Ves Certification conducts tests according to NEA’s required standards.

Procedure for approval

Sample testing ⇒ Registration (or Registration only if test reports are provided).

Validity: COR valid for 3 years.
Renewal must be applied for at least 2 weeks before expiry (no earlier than 90 days).
