Uzbekistan is a fast-growing country and one of the founders of the Commonwealth of Independent States (CIS), with strong potential in the Oil and Gas Industry. However, it is not a member of the Eurasian Economic Union (Customs Union), meaning its certification system is separate from that of the CU.

Uzstandard is the main authority for standardization and certification in Uzbekistan. It has established several certification schemes for companies wishing to import products into the country.

The UZ Certificate of Conformity for serially produced products can be issued directly on behalf of the manufacturer. In this case, a Local Representative in Uzbekistan is not required. The process must include a production site audit, where two experts from the Uzbek certification authority typically visit the manufacturer’s facilities to conduct tests and prepare a production analysis report. If on-site testing is not possible, samples may be sent to an authorized UZ laboratory.

The UZ Certificate of Conformity for a batch (single consignment) can only be issued on behalf of the importer. This requires the involvement of a local agent in Uzbekistan (importer, distributor, or another representative). In most cases, the importer is responsible for resolving all certification issues as defined in the trade contract. For batch certification, the process must include an audit of the storage location (for small products) or the installation site (for large equipment). Testing is performed once the equipment has been installed.

Generally Required Documents

  1. Operation manual in Uzbek or Russian
  2. Technical passport in Uzbek or Russian (includes warranty details, technical specifications, disposal/recycling instructions, and certification information)
  3. Technical drawings of the product
  4. Power of Attorney from the manufacturer authorizing VES Testing & Certification to apply for certification and manage the entire process

The Procedure

Under Uzbekistan certification law, certificates valid for more than one year are subject to an “inspection control procedure.” For example, a three-year certificate does not include renewal (inspection control) fees for the second and third years. These fees must be paid separately each year, and an annual production site audit must be conducted by Uzstandard experts to confirm ongoing compliance.
