Spare Parts for Wheeled Vehicles under TR CU 018/2011
Spare parts for wheeled vehicles intended for use on public roads fall under the Technical Regulation of the Customs Union “On Safety of Wheeled Vehicles” (TR CU 018/2011) for import into the Customs Union (CU) market, which includes Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.
Products Subject to TR CU 018
This regulation covers a wide range of spare parts, including shock absorbers, clutches, ABS sensors, seals, inlet valves, brake pads, ball joints, compressors, condensers, filters, camshafts, crankshafts, glow plugs, brake discs, joints, bushing elements, timing belts, actuators, alternators, and many other items.
It also applies to certain in-cabin products such as child seats, seat belts, head restraints, and navigation units (GLONASS).
All such products require a Certificate of Conformity (EAC CoC) for successful import into the CU. Additionally, a Declaration of Conformity (EAC DoC) may be used for items like cab lift pumps, accumulator starting batteries, pressure sensors, loading drawbar trailers, and similar products.
The following car parts are subject to EAC Certification:
- Engines
- Car Tires
- Car Electrics
- Catalysts
- Silencers
- Injection Systems
- Steering Systems
- Wheel Suspensions
The following car parts are subject to EAC Declaration:
- Starter Battery
- Spark Plugs
Procedures for EAC Proof of Conformity of Motor Vehicles and Car Parts:
- EAC Certification
- EAC Declaration
- Vehicle Type Approval
- Individual Operating Permit for Motor Vehicles
Application of TR CU 018/2011
The regulation sets unified safety requirements for motor vehicles, wheeled transport equipment, and their integrated components within the EAEU.
TR CU 018/2011 addresses safety across manufacturing, commissioning, design, transport, storage, and recycling of vehicles and wheeled transport.
EAC conformity assessment is required for both Russian and foreign manufacturers and importers intending to place car parts and vehicles on the markets of Russia and other EAEU countries.
Manufacture, import, and distribution of spare parts without the required EAC Certificates of Conformity are not permitted. Violations of EAEU Technical Regulations are subject to strict enforcement.
EAC Conformity for Vehicles and Car Parts
The EEU Technical Regulations define safety rules for the lifecycle of motor vehicles, car parts, and roads—covering service life, production, commissioning, design, transport, storage, and disposal. Their purpose is to protect life and health within the EAEU.
Conformity assessment for car parts, vehicles, and roads is mandatory and ensures compliance with the minimum safety requirements of the EEU Technical Regulations.
Depending on the applicable TRs, several forms of proof of conformity are available for export to Russia and EAEU states. The appropriate form is determined by the certification provider based on the regulations.
Process of the EAC Certification
EAC Certification can proceed according to different EAC Conformity Assessment Procedures. The process of EAC Declaration or EAC Certification depends on the characteristics of the vehicles and car parts and their impact on the safety of the product. All vehicles and car parts regardless of the type of the EAC Proof of Conformity are subject to testing at the accredited testing laboratories of the EEU States.
The tests can either be made once or as periodic production checks at the manufacturer's facility. The aim of the tests is to assure the quality of the products and to control the production conditions. The EAC Declaration or EAC Certification can be made for regular serial deliveries or only for a single delivery. The Conformity Assessment of car parts and motor vehicles is carried out in accordance with the provisions of the Eurasian Economic Union Technical Regulations TR CU 018/2011 - On the Safety of Car Parts, Motor Vehicles and Wheeled Transport Equipment and can be issued in the form of EAC Declaration or EAC Certification.
Legal Basis of EAC Certification
With the establishment of the Customs Union between individual EEU States, the norms and standards of each state have been harmonized into a single system. EAC Certification processes are applied for and carried out in all participating states of the Eurasian Economic Union according to the same principle. As a common basis, the standard forms for the preparation of documents within the Customs Union N896 have been established.
The legal framework of EAC Certification was laid by the decision on Technical Regulations in the Customs Union N319 and the decision on Unified Standardization within the Customs Union N620. The EAC Proof of Conformity for Vehicles and Car Parts is always carried out in accordance with the requirements of the Technical Regulation TR CU 018/2011 - On the Safety of Means of Transport before placing them on the EAC market. The EAC Certificate for Vehicles is issued by a service provider accredited in the EEU States.
