Light Industry (Toys / Furniture / Packaging)
Light industry products such as toys, furniture, packaging, clothing, footwear, and accessories in the EAEU market are regulated by specific Technical Regulations (TR CU). Compliance ensures product safety, consumer protection, and smooth market access with mandatory EAC certification or declaration of conformity.
Toys – TR CU 008/2011
This regulation defines safety requirements for toys. Excluded are items such as Christmas decorations, collectible models, playground and sports equipment, firearms replicas, puzzles over 500 parts, high-voltage toys, and educational products with heating elements. Some products may fall under TR CU 007/2011 (children and teenagers’ goods).
Goods not covered by TR CU 008/2011:
- Christmas decorations, artificial Christmas trees and related products;
- Collectible models, folklore or decorative dolls, not intended for children under 14 years old.
- Equipment for children's playgrounds, sports equipment (including swimming equipment and protective equipment), bicycles.
- Slot machines, pneumatic weapons, replicas of firearms, catapults and throwing devices (including projectiles).
- Puzzles containing more than 500 parts.
- Games and toys operating at rated voltage over 24 V, chargers.
- Products containing heating elements and intended for use in the educational process under the supervision of adults.
Furniture – TR CU 025/2012
Covers a wide range of household and public furniture, including tables, chairs, sofas, beds, storage units, and specialized furniture for schools, hotels, offices, theaters, and children’s facilities. Requirements focus on durability, safety in daily use, and material compliance.
Furniture products covered by this regulation include:
- Tables (dining, desk, tow hitches);
- Chairs, armchairs, bedside benches, stools, benches, poufs, sofas, couches, daybeds, armchair beds, sofa beds;
- Beds;
- Sleeping pads;
- Closets, file cabinets, bookshelves, secretaries, commodes, console-mirrors, treillages, and other items;
- Furniture for children (tables, chairs, beds, playpens, play boxes, armchairs, sofas, closets, file cabinets, stools, benches, sleeping pads, sofa beds and other items).
Household and Public Use Furniture Classified by Purpose:
- Laboratory furniture excluding medical laboratory furniture;
- Furniture for educational institutions;
- Furniture for pre-school institutions;
- Furniture for trade, food services and public services facilities;
- Furniture for hotels, health resorts, and hostels;
- Furniture for theatrical and cultural facilities;
- Furniture for administrative offices;
- Furniture for railway stations, financial offices and communication offices;
- Furniture for bookstore facilities (shelves, bookcases, tables);
- Furniture for ship facilities (cabins, mess rooms, captain’s bridges, central management facilities, rest rooms, canteens, ambulance stations).
Packaging – TR CU 005/2011
Applies to packaging materials intended for consumer goods, ensuring safe storage and transport. Not applicable to medical, pharmaceutical, tobacco, or hazardous material packaging. Compliance guarantees hygiene, durability, and environmental safety.
Examples of Packaging Types:
Metal packaging (food, perfume, cosmetics, household products); polymer packaging (food, cosmetics, industrial goods, toys); paper and cardboard packaging; glass packaging; combined material packaging; wooden packaging; textile packaging; ceramic packaging, etc.
TR CU 005 DOES NOT APPLY TO:
- Packages for medical devices,
- Medicines,
- Pharmaceutical products,
- Tobacco products and hazardous materials.
Light Industry Products – TR CU 017/2011
Clothing, footwear, and accessories must comply with TR CU 017/2011. Key safety requirements include:
- Mechanical, chemical, and biological safety (resistance, emissions, stability).
- Strict toxicity index for skin-contact products.
- Controlled odor intensity (≤ 2 points).
Products covered by TR CU 017/2011:
- Textile materials;
- Clothing and items of sewing and knitting;
- Carpeting and carpet products of machine production;
- Leather goods, textile haberdashery;
- Felt and non-woven materials;
- Shoes;
- Furs and fur products;
- Leather and leather products;
- Artificial leather.
Products NOT covered by TR CU 017/2011:
- Previously used products;
- Custom-made items;
- Medical devices;
- Special protective departmental products and materials;
- Products for children and adolescents;
- Textile packaging materials, woven bags;
- Materials and products for technical purposes;
- Souvenir products and crafts;
- Sports products designed for teams;
- Wigs, false mustaches, beards, etc.
Documents to Confirm Conformity to TR CU 017/2011:
- Certificate (issued according to schemes 1C, 2C, or 3C);
- Declaration (issued according to schemes 1D, 2D, 3D, 4D, or 6D).
Procedure for Issuing a Certificate of Conformity TR CU 017/2011:
Certification is carried out in several stages:
- Application submission for certification according to TR CU 017.
- Preparation of necessary documents.
- Selection of product samples for testing.
- Product testing in an accredited laboratory and production audit (scheme 1C).
- Preparation of the test report.
- Decision on certification or refusal by the certification body.
Compliance Verification
Compliance is verified through accredited laboratory testing and production analysis. Voluntary GOST R certification can also be obtained to increase competitiveness in Russia and EAEU markets.
