EAC Certification and Declaration: Key Information for Exporters
The process of obtaining an EAC Certificate or EAC Declaration is mandatory for many products entering the markets of the Eurasian Economic Union (EAEU), which includes Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan. Certification is carried out by accredited bodies authorized by national accreditation services (for example, RusAccreditation in Russia). Importing products without the required certification or declaration is strictly prohibited and subject to legal penalties.
Today, more than 40 approved Technical Regulations (TR CU/TR EEU) govern product categories imported into the EAEU. These regulations cover safety and compliance requirements, but do not regulate product quality or consumer properties.
Some product groups may fall under multiple Technical Regulations and also require additional state registration — for example, chemical products, including household chemicals. Once the certificate or declaration is registered in the Single EAEU Register, the products gain unrestricted access to the common EAEU market.
Types of EAC Conformity Assessment
EAC Certification
EAC certification is carried out by an authorized certification body with the appropriate accreditation. The process generally includes:
- Application submission by the official representative (a resident of one of the EAEU states);
- Product documentation and technical analysis;
- Review of laboratory test reports from accredited labs;
- In some cases, an on-site audit of the manufacturer’s production facilities;
- Issuance and registration of the Certificate of Conformity in the EAEU register.
EAC Declaration
An EAC Declaration is prepared by the manufacturer together with its official representative in the EAEU. The process includes:
- Preparation of the technical documentation package;
- Obtaining required laboratory test reports from recognized labs;
- Completion of the approved Declaration of Conformity template;
- Registration of the declaration in the Single Register of EAC Declarations.
EAC certification and declaration can be applied to single shipments, batches, or serial production. The choice of scheme depends on product type, production process, and market entry strategy.
Steps of the Certification Process
- Product Testing: Conducted in accredited laboratories to confirm compliance with TR CU requirements.
- Documentation Preparation: Includes technical descriptions, specifications, and testing protocols.
- Application Submission: Filed with an accredited certification body together with the required documentation and fees.
- Factory Audit (if required): Evaluation of the production site and quality management system.
- Issuance of Certificate/Declaration: Once compliance is confirmed, the document is issued and registered in the official EAEU register.
